David Purcell is the founder and owner of Purcell and Amen - Attorneys at Law, Your Estate Matters L.L.C.. He has practiced extensively and continuously in the estate planning field for 30 years. Recognized for his knowledge and dedication, David Purcell provides quality services to clients concerned about protecting their hard-earned dollars and providing for their loved ones in case of disability or death.

Because of his outstanding reputation, Purcell is frequently invited to speak on estate planning and elder law matters. David has authored numerous articles on estate planning for both national and local publications. He also wrote Chapter 6, “Planning and Paying for Long-Term Care,” of Missouri Elder Law, published by The Missouri Bar in 2002.

Professional Experience

After a stint as an attorney in general civil practice (he handled business planning, corporate and commercial litigation, real estate and building construction cases), David Purcell decided to concentrate on estate planning so that he could best help his clients avoid the heartache of probate and achieve peace of mind. David is licensed to practice law in Missouri and Illinois and is admitted to practice before the United States Supreme Court.

David is an active member of several committees of the Missouri Bar and The Bar Association of Metropolitan St. Louis. He is a board member of the St. Louis County Law Library, as well as a member of St. Louis Estate Planning Council, the American Academy of Estate Planning Attorneys and the National Academy of Elder Law Attorneys. He is listed in the National Directory of Who's Who in Executives and Professionals and is a Registered Financial Consultant.


David Purcell took his undergraduate degree in History and Soviet Studies at the College of Wooster, Ohio, and his J.D. at Washington University in St. Louis.

Personal Profile

David and his family are long-time residents of Kirkwood, Missouri. He remains very active in his community. Dave is a past president of the Kirkwood Area Chamber of Commerce, a member of the Chamber for 15 years, and a Paul Harris Fellow and past board member of the Kirkwood Rotary Club. David also proudly served his country as a Commander in the Naval Reserve.

He is a founder, board member and speakers bureau chairman of the Heritage League, the fund-raising arm of the American Cancer Society -- St. Louis office. In addition, Dave advises numerous charities on planned giving and philanthropy.

His church-related efforts include teaching Sunday School and serving as Adult Bible Study leader, youth leader, Stephen Minister and a board member for Kirkwood United Methodist Church. David’s desire to help others culminated in his spearheading an ecumenical volunteer effort to improve low-income housing in Southeast Kirkwood.

Mr. Purcell enjoys hunting, fishing, scuba diving and horseback riding. His other hobbies include reading and keeping tropical fish, and he is the co-inventor of a patented device for enhancing fireplace efficiency.

Charlie Amen is an owner of Purcell and Amen - Attorneys at Law, Your Estate Matters L.L.C. He has extensive experience in the estate planning field, in addition to his background in financial planning, income tax counseling and tax return preparation. He knows the importance of planning for the future, both economically and emotionally. Mr. Amen, along with other members of the firm, will work hard to provide quality estate planning services to clients concerned about protecting their hard-earned dollars and providing for their loved ones in case of death or disability.

Because of his knowledge and desire to share that knowledge with others, Mr. Amen is frequently invited to speak on estate planning matters. He teaches adult education classes through Meramec Junior College on topics such as investments, taxes and estate planning. He also devotes his time to educating the public through estate planning seminars.

Professional Experience

After serving as a Coast Guard Attorney handling everything from court martial’s to administrative maritime law, Mr. Amen became a Deputy District Attorney in Solano County, California, where for 11 years he prosecuted felony cases. He was also the owner of an income tax preparation firm, primarily responsible for income tax returns. For two years, he worked as a stockbroker and financial advisor at a large brokerage firm.

Recognizing the need for his clients to have the legal tools to control their own affairs and avoid the hassle and heartache of probate, Mr. Amen joined Purcell & Associates, L.L.C. in 1998. Mr. Amen has been able to combine his financial, tax and legal experience into comprehensive estate plans that meet clients' needs and expectations.

Mr. Amen is a member of the Bar Association of Metropolitan St. Louis, Missouri Bar Association, California Bar Association, The Estate Planning Council of St. Louis, the International Associates of Registered Financial Consultants (IARFC) and the American Academy of Estate Planning Attorneys. He is licensed to practice law in both Missouri & California.


Mr. Amen obtained his undergraduate B.S. degree in History/Government from the U.S. Coast Guard Academy in New London, Connecticut, where he also obtained a commission in the Coast Guard. He went to law school at University of California, Hastings College of Law, in San Francisco and obtained his Juris Doctorate in 1982.

Personal Profile

Mr. Amen and his wife Cathy are both originally from South St. Louis County and are Lindbergh High School graduates and currently live in Kirkwood with their family. He was active in Boy Scouts and is a former Cub master and Eagle Scout. Mr. Amen is also a Retired Commander in the Coast Guard Reserves, having served 30 years, including service as the Legal Officer for the St. Louis operating area.

For recreation, Charlie and family are in a bowling league. He is an avid stamp and coin collector and a lifelong St. Louis Cardinals fan.

Mr. Amen is a member of the St. Louis Coast Guard Officers Association, Reserve Officers Association, and the Founders Board of the American Cancer Society’s Heritage League. He is a board member of the Kathryn Favre Foundation for Animals and the Sam & Justina Halley Foundation.
